Economic Immigration (Workers)
It manages applications for three federal economic immigration programs through a pool of candidates, from which applicants are invited to apply for permanent residence through various selection categories.
Candidates in the Express Entry pool are ranked using the Comprehensive Ranking System (CRS), a points-based system that evaluates factors such as age, education, work experience, and language ability. To receive an Invitation to Apply (ITA), a candidate’s CRS score must meet or exceed the minimum cut-off score for a given round of invitations. Cut-off scores vary from round to round.
Express Entry Programs
- Federal Skilled Worker Program (FSWP): For skilled workers with at least one year of continuous full-time (or equivalent) work experience outside Canada in TEER 0, 1, 2, or 3 occupations. Applicants must meet minimum education requirements (at least a secondary school diploma), demonstrate proficiency in English or French, and show settlement funds, unless they have a valid job offer in Canada.
- Canadian Experience Class (CEC): For skilled workers with Canadian work experience in TEER 0, 1, 2, or 3 occupations. Applicants must meet minimum language requirements but are not required to show settlement funds.
- Federal Skilled Trades Program (FSTP): For skilled tradespersons in sectors such as construction, transportation, manufacturing, industrial trades, natural resources, and agriculture, with at least two years of work experience in TEER 2 or 3 occupations. Applicants must meet language requirements and have either settlement funds, a valid job offer, or a provincial or territorial certificate of qualification in their trade.
Provincial Nominee Programs (PNPs)
The Provincial Nominee Program (PNP) allows Canadian provinces and territories to nominate individuals who meet specific regional labour market and economic needs.
PNPs are designed for applicants who:
- Have the skills, education, and work experience to contribute to a province or territory’s economy (including skilled workers and business applicants);
- Intend to live and work in the nominating province or territory; and
- Wish to become permanent residents of Canada.
Each province and territory operates its own PNP streams, with distinct eligibility criteria and annual nomination limits.
There are two pathways to apply under the Provincial Nominee Program:
- Express Entry–aligned PNP streams:
Candidates are nominated through Express Entry, receive 600 additional CRS points, and benefit from faster processing times (approximately 6–7 months).
Non–Express Entry (base) PNP streams: Applications are submitted directly to IRCC after provincial nomination, with longer processing times (approximately 12–13 months).
